Legislative reforms are spreading in Japan based on the situation within the prefectures, and bring about positive results encouraging citizen’s participation. Local legislative reforms should be advanced based on the awareness that these are means and not the goal. Local legislatures, as representative bodies, are expected to form better decentralization in cooperation with their residents.},
