The best fit model structure is that the magnetic moments in the triangular plane are parallel to the principal axis of local crystal field, and the magnetic moments in the kagome lattice plane are random disorder in a-b plane, of which angle is almost intermediate between the principal axis of local field and the direction to body center in the tetrahedra lattice. The coexistence of ferromagnetic order moments in the triangular plane and the random disorder moments in the kagome plane is consistent with the results of other measurements by Zheng et al. However, the directions of magnetic moments in both triangular and kagome plane are not the directions to the body center of tetrahedron as characteristic in \"spin ice\" magnetic structure. Our result suggests that the transition metal compound Co₂Cl(OH)₃ is different from the \"spin ice\" in magnetic structure, although it is similar to rare earth pyrochlores in crystal
