However, in the 20\"'century, it would seem that the people forgot to utilize BIOMASS practically and actively in most industrially developed countries. Facing with serious envi ronmental problems, the active and practical use of BIOMSS has recently been revitalized. Here, we discuss the followings, i.e., (1) the Structure of Sustainable Development Society and the new Eco nomic Theory that supports the sustainable development, (2) the Survey of revised \"BIOMASS JAPAN, General Strategy\" that has been published by the government of JAPAN, this March, 2006, (3) the Analysis of the Status Quo and the Questions to be solved Concerning the Practical and Active Use of BIOMASS in Japan, (4) the Study and Suggestions of Active and Practical Use of Kitchen Garbage, and so
